Here is a statement on the floor of the House of Representatives from Congressman Bruce Braley of Iowa, in opposition to a bill by the Republicans, H.R. 5 which seeks to impose a $250,000 cap on damages for the most injured victims of medical carelessness. It is as great a defense of the right to trial by jury and the danger to that right by imposing caps on damages as you will ever hear.
